long time owner ready to sell. a few repairs are in progress currently. renter would like to stay. with some work could flip home or buy and hold. owner is willing to share photos and details w/individuals but not pro-actively marketing it currently.

Your post does not include any info on an exchange that would seem to amount to a contract. Sounds like you need to move on.
Yes, I would charge for those items. It should be clean and functional upon move out. If your lease and associated forms are not clear about expected condition at move out condition you could make some updates prior to signing with your next resident.

I am a fan of accessible rental property for several reasons. 

1. aging population - there will continue to be a growing population of older Americans that will need rental housing. It will have to be accessible even if only for convenience. I also believe that obesity will lead to a growing number of people that will benefit from homes that are easy to navigate. People will continue to want to age in place and accessibility is key. 

2. childrens needs - i encounter people on a fairly regular basis who have children with mobility issues or other disabilities. A home that is easily navigated is a huge help to improving comfort level for the whole family. 

3. home health care access - i have heard several success stories from investors that specialize in rental housing that is accessible and also equipped for long term care needs. They rent homes to multiple residents. Those residents have regular home health care visits and the homes are equipped or oxygen, medical monitoring, access by contracted professionals (meal delivery, nursing, physical or occupational therapy),etc. the residents have private bedrooms and bathrooms but share living and dining areas.

My sense is that your time is likely more valuable than the scrap value of the contents. I would just get a team in there and get it empty. if you are able to sort items in the process for donation, sale, or recycling - great! if not, get the house to empty so you can get the place updated and reach your real estate investing goal. 1. most authentically KC vibe and style = Arthur Bryants on 18th St (Urban Core KCMO)

2. best upscale environment and great variety = jack stack (downtown or plaza area)

There are so many to choose from and so many reasons to try them! RC's, BB's Lawnside, Kansas City Joe's, Woodyard, Gates, Bates City. I could go on...

all of it. I have used the calculators and have been digging into some of the educational materials. I am finding value all over this site. And, the potential to connect to like minded RE folks is tremendous.

when i talk to other people about where they are getting info they are spending substantially more money for the tools, educational pieces, and networking than what BP charges for Pro access. 

if you have hesitation I would suggest you continue to listen to the podcasts and check out webinars. unless or until something speaks to you directly then hang out. There is a lot of good, passive info you can gain here without paying. You will know when the time is right to jump in.

Based on the info you provided I would move back into the condo. If you are simply earning a bit more than the mortgage and HOA fees then it sounds slim, financially. If you rented somewhere else and your renter moved out could you make your rent as well as the condo mortgage and dues?
