Consider hiring a consumer reporting agency that specializes in background checks that way your background checks are FCRA compliant and all legal requirements are met. This is the best way to make an informed decision to rent or not to this applicant.

Always check the law.  I did a quick search of Pennsylvania state statutes and the laws governing security deposit are very clear.

They are all good as far as they go but it takes a human to verify accuracy.  A perfect example local property manager contacted me after the online company she was using did not verify the accuracy of the criminal background check and reported her applicant as a registered sex offender. If a person had researched the Department of Justice registered sex offender database they would have caught the mistake.  She and the database are now being sued.  Why risk it?

The best way to conduct a thorough background check is to contract a consumer reporting agency that specializes in background checks. These professionals know the law, they have the required FCRA documents, and what questions to ask.

By all means check California law.  In today's litigious society there is a very good possibility you could be sued.

Zillow is great, of course, but it is always best to hire a consumer reporting agency handle the background screening process.  They have the knowledge and resources to conduct a Fair Credit Reporting Agency compliant report.

Check America's with Disability Act, Fair Housing Act, and your state's laws to protect yourself from being on the wrong end of a law suit.

Each state has statutes that govern security deposit. My advise is to search Connecticut's government web site or contact your attorney to protect yourself.

I think this is a very irresponsible practice done by a lazy property manager.  The credit card could be stolen, maxed out, cancelled, who knows? Unless the owner of the property has signed a contract allowing this-not a good idea.
