Correct, we don't have any occupancy limits by zoning here. TN is in the South, we don't try to dictate and control people's lives down here, at least not yet but it seems we may eventually get there at some point due to migration patterns. 

FHA guidelines for rentals allows you to limit occupancy to 2 occupants per bedroom if you so choose but you can allow more if you desire.

Renting by the room is very common around the UT campus. Look at rentals in the The Fort to get room rates, etc. I've not seen it done outside of the UT campus area though.

Good luck... but gotta do it. Sounds like it should have been done long ago. I was in a similar situation a couple years ago. I tried following up with him more regularly but he didn't get the hint. Then I stepped-in and started assisting but delegating to him, didn't get the hint. Ultimately I let him go and took the job over myself, which was the last thing I wanted to do. I should have done it sooner though because it got messy and the delays caused me to miss my sale window which added months of holding cost. I i eventually marked it down to unload and move on to new projects. All in, it cost me around $100k in lost profits and opportunity costs. It's tough, but gotta pull that plug soon as you know they're a problem.

I've used Fiverr quite a few times with good results. If you're looking for someone to have expertise you don't and provide turnkey plans with all structural details, etc it'll be hit or miss. If you can provide that knowledge to guide them or are looking for more basic Floorplan drawings, etc then it could be great tool for you. I have them do elevation changes, site plans, and landscape plans regularly. I have even done extensive house plan modifications with success. Cost me $340 and would have been $1k+ to have done locally.

Stop that right now! Haha. Obviously, if you are a GC then you need to know the code but reading the code book page by page is not how you pass the GC licensing test. BP doesn't allow links but Google "gc license test prep" or something similar and buy a course that serves your state. This will save you many hours of time. They'll send you all the books you'll need along with online videos, you watch the videos while reading the books, highlight and tab what they tell you to. These people go in and take the exam regularly to have an idea what is on the test. They'll also share some test tips. Best one is when you starting the exam draw a grid with the name of each book you have. Then go through the questions, there are 100 on the primary exam in my state, and answer the ones you KNOW. The rest you write the question # next to what book you'll need to reference. Then you go through each book and answer all the questions from it. The test is open book and this will save you a lot of time.

Ben, there are many steps you need to walk through before worrying about plans.

1. Does your HOA bylaws allow Multifamily development?

2. Do they allow rentals?

3. Does county zoning of your land allow Multifamily development? 

4. What is the density of Multifamily/condos allowed? How many can you build on your lot? 

5. What are other requirements (setbacks, height, etc)

There's not much available and a lot of out of state investors/residents are coming here and over paying. If you want something that will cash flow you'll likely have to find something off-market. If you're looking for a nice house hack situation stay patient and keep your eyes peeled. Also consider creative situations, i.e. converting a basement into a rental, house with an ADU, etc. Happy to recommend a couple agents, feel free to PM if you would like. Good luck.
