Tenants will not value a garage anywhere near the amount it would take to recoup the cost. 

I would be very careful putting together something like this. It could be considered red-lining, which is illegal in Ohio. At the very least it looks pretty bad to anyone who is unfamiliar with the details of real estate investing.

Pulling up a crime map or income map will likely give you essentially what you're after.
