I would always keep a purchase agreement handy. For buyers, you'll need either another PA or an assignment contract.

I would use the 70 percent rule, but like Brian said, make sure it  is backed by rehab numbers and rental numbers. I would just try to find something that is supported by comps/general market activity.

Mostly goes to end buyer. Obviously, taxes, mortgage, fines come out of seller's proceeds, but in all of ours, end buyer covers title fees and recording fees and whatnot.

From the investors I've met in town, it's a fairly mixed bag. Just like agents or property managers, there are good ones who are a delight to work with, and bad ones who misrepresent what they're selling and aren't reliable.

I always try to use past sales, of my own or others, as a template, and try to get the best deal possible. 

For repairs, like Roland said, I'd find a contractor who you trust or maybe a friend who is a contractor who you can go to houses with - can be very helpful.

For wholesaling, I think most of us do assignment, but double closing is also an option.

As Chrissy said, there are super-targeted lists you can get ahold of. But it helps to just do more volume, the more volume, the more owners you put yourself in front of and the more owners you put yourself in front of, the more likely you are to get a deal, regardless of market. You can directly market to absentee, zip codes, tax sale, code violations, low mortgage balances, and more.

Learn your market as much as possible as well as the people in it! From there, you can start getting  boots on the ground.
