Do other houses in the neighborhood have security bars?  If yes then leaving them might be ok.  If no then get rid of them. Is this a rental neighborhood?

Stay with Neutral colors all of which were mentioned above.  If you are doing multiple rehabs stick with the same colors this will limit "leftover" paint.

Hmm two cloth wires?  Do you mean it is knob and tube wire?  

If so you want to replace it.  Technically when updating a panel you will only need to supply a new feed to the point that the knob and tube enter the walls or ceiling.  This could buy you sometime but it is best to run the feed the entire distance to the new receptacles.  Today electrical standards are far superior to 1937.  In 1937 house or apartments had very few circuits and the  code today  calls for 20 amp circuits to kitchens, a receptacle every 4' of counter space, GFCI near sinks, bathrooms and basements etc.  

They bright side is a house built in 1937 might be very easy to fish the new lines.  I have always found away to get  a new wires installed in an old house.  There are usually nice large gaps along chimneys, vent pipes, outside walls, etc.  and then I just reuse many of the existing receptacle locations with new old work boxes and receptacles.

Not sure what your other posts were about.  You can find a partner here on BP but I think anyone looking for a partner would like more information.  Sure I understand that they can pm you but imagine if you spelled out the deal.  You would reach a larger audience and could possibly end up courting several potential partners. 

Here are a few questions:

  1. What is the purchase price, ARV, rehab cost, etc. ?
  2. How many deals have you done in the past?
  3. Do you have any references?
  4. Do you have contractors already lined up?
  5. What do estimate your holding time to be?
  6. How are you financing the project?
  7. How are you protecting your partner? 

Like I said the more transparent one is on BP the larger audience they will have.

Labor rates vary throughout the country.  I have done some rehabs in the area south of Boston which has some of the highest labor rates in the country.  Electricians are getting $40 to $80 per hour.  Plumbers are making the money of doctors.  I have also done a few rehabs in Western PA where the wages are much lower.  I get a lot my work done for $12 to $20 per hour.

To accomplish things that most people have never done requires doing what most folks will not.  It is hard to give exact advice but the bottom line is rental units can throw off cash but that is dependent on down payment interest rates expenses etc.  You need to develop a plan on how to generate 90k per year through real estate.  BP is the place to be research specific strategies. Also take a look at your cash flow and see if you can make adjustments and start piling up cash.
