In short, yes the two step application fee/process sounds a little inefficient. You may be discouraging high quality renters from leasing because they don't want to pay to view. 

I would encourage you to make the touring/application process as simple and convenient as possible. Digitize the application to avoid snail mail and slow turnaround/approval. Use a software like AppFolio, Avail, Cozi, etc. and make it easier for the best tenant to move in.
