What a fantastic position you are in. In my opinion anytime where the bank is willing to finance 100% that is a super awesome deal!! 
keep that great relationship going and I would definitely keep it going. 

By the way, what part of the US is this? 
Ohio? I’m looking to invest in a new market and wanted to take a look at Ohio.

I see your tag in Cincinnati OH, and wanted to ask how long have you been investing in OH? I’m looking to invest in a new market and I’m looking at OH as 1 of the market that I’m interested in. 

Which RE Strategy are you practicing?

If there are any damages to your home or parts of the property that are insured, then that when I think you can get the Ins Co in involved. 

Other than that, it’s just a mess that needs to be cleaned. Maybe just ask the neighbor if they can lend a hand.

I have a property in CA and the it rents higher in the summer months. So I always have a year lease with the lease ending in June, July or August. That way I can get the most rent possible on the property. 

M2M is too short for me, Although the tenant can always move out before the lease is up, but I would be still in control over the length of time when I really need to be looking for a tenant.

You stated that this tenant is in your basement. So is there a lease contract or is this just verbal communication? 

If you have a lease, I would just have a conversation with them to state that when the eviction process comes available they might be in danger of losing the place. 
further more since they are late on rent payments all this will be documented and will be harder for them to find another place to rent, because it will be on their record. 

Let them know you want to try and avoid this for them and maybe can work out a payment plan to get updated on the rent.

No solution to your water bill, but have some questions on your situation of purchasing the 300 unit complex in AL. 

Is this your 1st commercial property? If no, how many units did you start off with and where?

I seen that you are from Akron OH. I wanted to get your opinion about Euclid OH. Currently, I’m looking to invest in that area in Duplexes. 
What class you would consider that area to be in? 
Are the Duplexes have separate water and power meters?

Here is what I would do...

Agree to the rent of $2000 but with a lease agreement of 6 months. 

1- Once you get closer to the 4th Q it’s going to be harder to rent our places. Not many people are looking to rent in Nov and Dec. 

2- if you can get him to sign for 6 months and he leaves you get to keep the security deposit so at least you got 1 extra month of rent.
