Contractors must carry General Liability insurance and have a bond. They must have Workers Compensation insurance if they have workers on staff (not required if they only use subs).  All subcontractors should also have GL & WC insurance. People hiring uninsured (or unlicensed) contractors are taking a big risk if something goes wrong. All quality, reputable contractors are licensed and have at least the minimum insurance requirements.

This is really sad, I'm sorry you are going through this. Keep your complaint going with the CSLB. Also file a claim with his Bond. You might also considering calling his insurance agent (get info from his insurance certificate) and explaining the situation...see if they can put pressure on him to work it out.  Finally, you should probably seek out a construction attorney because you may need to sue him and go to court to remove the mechanics lien. I can recommend an attorney if you need.

I'm sure some investors could use this service, but I know a lot of homeowners could use this help. They often get this type of service by using a Designer or even a Project Manager (for a major addition or new home construction project). If its a raised foundation, try Foundation Works...I've had good success with them.
