Los Angeles has prohibited short term rentals (Airbnb, etc)...you may want to consider whether San Diego will follow suit.

I've seen the costs range from $6000-15,000, depending on complexity, etc. It sounds like this price includes structural engineering, Title 24 and any other sheets necessary to meet requirements in your city.  Also, it sound like price includes them processing the plans through plancheck, which requires their staff time.  Especially for a 2-story structure, that doesn't sound unreasonable

If anyone (neighbor, tenant, frenemy) reports your unpermitted ADU to the city, you will have no choice but to either demolish it or permit it. Also, what happens if your tenant gets injured inside the unit (god forbid) and they sue you because you allowed them to live in an 'unsafe' unpermitted home.


These are real risks and you have to consider whether you are willing to accept these risks. You might think about speaking to an architect or contractor regarding what it would require & cost to get it permitted.  If it was built to code, it might not be that difficult. The more info you have going in, the better.

Nice work Nicole!  Thanks for sharing. Where is your new home?

Do you foresee any issues with noise/etc. since the tenant is living right above the main house? Did you install any sounds dampening flooring?  Does the tenant have any use of the back yard?  How did you deal with parking? Did you create a separate outdoor stairway and entrance to the upstairs unit?

California passed a bunch of ADU laws recently that allow ALL residential properties in all cities to add at least one ADU. You can Google it to learn more or read some of the other ADU threads on BiggerPockets.

If you need further clarity, you could always email the authors of the memo, Estineh or Chad or visit the Building Department's Zoning Section in person.

A reasonably priced company for sewer in our area is Leak Free Plumbing (Aram). I have used them many times personally. Start with a sewer video inspection, then sewer hydrojet to clear the line.
