Agreed with other posters. I would start with one market and one strategy unless you have unlimited money. Come back in with a smaller scope and you might be able to get some really good personalized advice here.

Are you trying to get 100% of your cash back out? You can BRRR in just about any market if you are willing to leave cash in the deal.
