First and foremost the information that everyone has provided has been great. 

You may want to contact @Nick Giulioni and myself. We both have experience in these types of issues and we are local to the Indy market. I am Realtor and I have access to everything you would need to move forward with filing complaints with the IN RE commission and the local board. I will provide you with names and websites. I can also find out everything about this person's license in less than 10 minutes. Other than just those things I would advise that you contact the IN attorney general office. They are really starting to crack down on these types of behaviors. You should contact @Nick Giulioni and Off Leash Construction. They can help you with your contracting needs. Nick was an OOS RE investor who started investing here in Indy years ago. He has since started up Off Leash because he saw the need for reliable contractors. 

Property management companies in Indy. There are plenty to choose from but you will need to find the one that works best for you. Most of the PM's are about average, they are good but make mistakes. If you are looking for the perfect PM who will have perfect pricing, with perfect leasing and tenant placement, perfect communication, etc. they do not exist anywhere.

Remember to do your own due diligence never just assume that if someone recommends or suggest a company that they will work best for you. You must make that decision on your own.

 I'm a new spec builder and rehabber/flipper in TN and southern KY. Considering the Indy area. I'm looking for someone reputable as well but I will only pay as I go as I don't and won't pay out a bunch of money ahead of the job. That's just not good business and seen to many get burned that way.
