If there's a country that is tax friendly and pay no capital gains or estate (inherance) means it will be better to flip than being a landlord?

Let say the investor wants a quick ROI and tax benefits.

I know I can't discriminate when comes to possible tenants but when I do the background screen do I can put a disclaimer or something saying I don't rent to sex offenders, people with mental illness or with police records?

What about guide dogs?

In that case, I won't charge the tenant a "pet rent".
