If you go to page 42, you can see the difference between the revenues and expenditures ending June 2016 for the general fund.  The report has a lot of interesting information for analyzing a particular city to invest in.  I credit Brandon Hall for writing an article about how to use it.  In it, he describes what to look for in the CAFR to help analyze whether or not a particular city might be a good investment or not.

Welcome @John Anderson, hope to see you at Cheryl's next meetup.  Like @Jeff F. said, tax liens here are pretty competitive.  My number didn't get picked at all last year but the guy next to me got picked twice.  It's definitely a fun time and can be a great return on your money if your number is chosen.  I plan to go again this year.
