For an electrician to do his wiring and install the outlets before sheetrock is very common. Asking the contractor to put up the cover plates is not asking much and your contractor should not give you issues with something like that. To rotozip the outlet boxes and switch boxes is pretty standard for a sheet rocker to do to begin with.

I have considered seller finance, but I feel like thats almost like finding a needle in a hay stack, not only finding a good house to flip, but the owner willing to finance. @Sean

Ken Min makes a good point, choose what you want to learn about, go out and read as many books as you can. Educate yourself while trying to find someone to mentor you.
