How did this turn out for you all? What's the FHA guidance? And, what supersedes: the FHA requirement or the CDC moratorium?

You can find properties that have been on the market for a while; have depressed rents & defer maintenance. As long as you have a fierce negotiator on your team; you can bring the price down (some more after inspections!); do a bit of work (or not!); raise rents & then your numbers look much better. Have done that with a few clients. Happy to elaborate:) Happy hunting! Buying at 2% rule in SoFla unfortunately is close to impossible & folks, who have bought with appreciation / forced or market have achieved it (with time, creativity & effort). Miami-Dade, where I live & specialize:

SFRs: Miami Shores; El Portal Buena Vista; near / around Design District & Wynwood; Coral Gables.

MFRs: Little Havana; Little Haiti; Allapatah (mostly not for end users);

Yes - it should. Miami Dade county has 35 local jurisdictions (including the unincorporated Dade). RM-1 is MB. The city of Miami has a different zoning for STRs; so does Miami Shores, etc. Feel free to reach out to discuss.

Regarding foreign buyers - the % of those has steadily declined over the years. If interested in actual #s, message me & I am happy to share.
