Yes, most of the JVs I've seen are where you fund 100% of the acquisition and work out cost, the experienced investor finds/vets/leads the deal and work out process, and then profits are split 50/50.

My understanding is that wetland areas cannot be built on or developed without government permission. @Seth Williams has an article about wetlands on his blog: https://retipster.com/wetlands/

We have one rental in Seguin and are looking for more. The retail market is crazy right now! Prices have gone up quite a bit over the past couple of years. There is a fair amount of competition. I've seen several different "<fill in name here> Buys Houses" signs around town, and there are some flippers who have been active there for a few years. 

There are lots of neighborhoods that we, personally, stay away from.  But our business model is buy and hold and self manage, so we focus on areas that will attract better tenants who will be easier to manage.

My recommendation is to educate yourself first on the basic process before jumping into a JV with someone you've never met. That way you'll have at least some basis for determining who you want to JV with. There are a lot of free and low cost options out there for education on the basic principles. Personally, I found @Joshua Andrews' book Paper Profits to be a really good introduction. These threads may also be helpful for educational resources:

There are many people on BP who take on JV partners, although they aren't allowed to advertise in the forums. If you watch this forum and read through the current and older posts, you'll get a pretty good feel for the people who have more experience. Look for someone whose posts resonate with you and then strike up a conversation with them through PM or other means to get a better feel for whether or not you would like to work with them (and they will likely be evaluating you, too).

If you form your LLC in Texas, but are buying outside of Texas, then Texas is not where you register as a foreign LLC. Foreign LLC registration, if necessary, would be done in the states where you are buying the notes (i.e. where your LLC is considered foreign to). Registration in Texas would happen as part of the LLC formation process.

I'm actually working my way through his course now. So far I've found the content to be very clearly presented and well organized. A lot of it is stuff you can find for free on the blog, but the course organizes it into more of a step by step order and does go into more detail on some things. Feel free to PM me if you have more questions about it. 

As for the length of delinquency, I think it depends on the state/county. In some places, there is a set time that taxes have to be delinquent before the county will take action. In other counties, there is no set timeframe. Theoretically, the more delinquent they are, the more motivated they may be to sell. If you are looking at a county where there is a set timeframe (say 3 or 5 years), then you may only want to request a list of those that are a year or two or more delinquent.
