Depending on your goals, you have plenty to buy multiple properties.  If you are in for the long term, I would recommend focusing more on the area, and looking for long term appreciation, than the cash flow you will experience in year 1 or 2.  That is how I have built my portfolio in Indianapolis over the last 18 years.  PM me if I can answer any further questions for you about your strategy!

I would highly recommend that you have the information on the tenants including as much documentation on them before purchasing your next property.  That won't alleviate this from happening, but it will make it much easier!

We have had some challenges with crime with the houses we manage in this area.  Definitely north of 38th would be a better option.

From your list, Lake Clearwater would have the least crime rate.  However that is a very expensive area in Indianapolis with a lot of retail, and not much residential where it would make sense to buy an investment.  There is a big apartment complex in that area.  

Meridian Meadows is located in Greenwood.  That too has low crime, but can be an expensive area.  

Not sure where you got this list, but the neighborhoods you have listed are very different.  

I would agree with @Jaron Walling, the near east side is seeing some good traction and the crime rate is going down.  There are other areas of town that are seeing some community renovation and would be good areas to target if you can handle the storms as they are on the rise.

We are definitely seeing improvement for our investors that own on the west side!  I look forward to this area of town continuing to improve and seeing more success for the people that invest there.  Great post @Jacob Deacon
