As someone who has been involved with B and C class properties since 2009 in Kansas City , I have to say that all that has been said in previous posts is good. You need local owner operators who will maintain your property at a reasonable (low) cost and tenant screening, screening, screening, to make it. 

Focus on things like prior rent history. Call their former landlords and make sure you're talking to the actual landlord and not their uncle/buddy. 

Low maintenance cost and tenant scrutiny is the key. Call if I can be of help. Kirk Hemmens
