I think emailing is fine for the acceptance letter, but I would do a read receipt for sending to them, so that can't say they did not receive.

There are so many different online rent or money collection items online, just google this and you can see what's available out there that meets your criteria

not sure exactly what you are asking; how to procees with repair or is the tenant asking for a rebate, insurance etc...?

What term does your lease state is the end of the lease agreement, did the tenant pay monthly or were or have they been on a month to month agreement?

Once the 3 day notice has expired and you have filed for eviction, you are not obligated to accept the rent. Most attorneys would have suggested that you sign a stipulation, so if the following month they don't pay, the eviction would proceed as if it had never stopped. You will need to check with the attorney and county/municipality for further direction.

Some judges may also say you have set a precedence by filing and then Accepting her rent, therefore making difficult to evict

First thought is to sub meter, but if that is not feasible, you could put in the lease agreement with a clause that states that you will cover the water bill up to Xxxx, if it goes over that, then they would be responsible for the balance. This way they are also more apt to let you know if there is a leak.

I had a house a couple of years ago that an investor purchased that had been divided into a 2 unit duplex, it was a real hassle to submeter

Most professional property managers will pay all your property bills on your behalf. You would need to fund your account monthly and or start to hold funds monthly so that there are enough funds to pay bills in a timely manner

Add google, Facebook I.e. Social media checks to your rental criteria for applicants, as long as you don't discriminate, you should be fine

I put the Bal gauge on my rental application that they must sign and pay security deposit within two days, and always keep showing if and until that happens

I think between 50-100 is typical for a one man operation. There are so many systems and third party things that you can put in place to help you.

If you have never managed or aren't sure of the statutes or area municipalities rules, I would get as much education as possible. Hawaii has one of the largest chapters of NARPM in the United States. Do you have great education right at your door step
