1031 exchanges are for investment property. Capital gains on personal residences that have been owned for 2 of the last 5 years can be tax deferred (up to $500K for married owners, $250K for single owners). I doesn't sound like your dad has owned the Manchester property for that long. 

I think @Thomas S. is right. You need to make sure your dad doesn't get behind the wheel and get him into a home or hire private care.  Possibly get the property transferred into your name so that it appears that he doesn't have any assets so that he can receive assistance for private care. For 3 years (don't quote me) prior to the care it needs to show that he doesn't have assets, so start now.  

Since it’s now month to month, you can terminate the lease giving them notice at least 30 days before the next rent payment is due. I’m in NJ (landlord and sitting for real estate license test this week). My textbook says, “to end a month to month tenancy, NJ requires one month’s written notice before the date the rent is due”.

Hey Neighbor. I’m in Scotch Plains and I’m very familiar with Berkeley Heights which is a pretty nice and would command good money on a move in ready property. I think you would do better to make the repairs because you’d get a great return on your investment.
