Call the city, they will guide you in the right direction. Most have guidelines or are rolling out policy in Colorado. They want that tax $$$

When I'm lender shopping I try to get their numbers before they pull my credit. They should know based off your income and credit (what you tell them) roughly what rates they can offer you. No need to go to 10 lenders and get 10 pulls. Shop around, narrow it down, and then run it with the one you think you want to go with. Too many hard inquiries is bad for your credit. 

Check in with your county assessor on how to get the info. Every county is different, but should be public info. Once you get the list, pick your choice of marketing and starting hitting them.

You can get a heloc and use it to buy another. Season 6 months - year and repeat. Make sure to pay them down though as quick as possible since the rates are adjustable. If you can get a heloc you can probably get a loan. Depends on your goals and appetite for debt.

Tell them its their responsibility to forward their mail. If they want the mail you can send it to them, or they can come get it, but going forward they must forward mail because a new tenant has moved in. If they don't cooperate, just stack it up and if you hear from them great, come get it, if not RTS the mail in a few weeks.

Totally doable. Make sure its a good enough deal that you can either move it or are willing to close on it so that you do not leave the seller hanging.. Follow your state guidelines on contracts for preforeclosures and all the rules.. very important. Spend a few hundred and get a local attorney to review or draft it up. Again, make sure its a deal and you can move it before dragging them along!

Anyone that has a good one that works with flippers and is fast and reasonably priced probably isn't giving em out.. Finding on that checks all the boxes is no easy task. 

That said, your best bet is to get on the phone and start networking with contractors and looking at their work (go to their jobs) and finding out their pricing and what they are charging for the flips you're looking at.
