@Account Closed but I had a similar reaction when I read Joe's post.  

Yes, there are bad people out there in gangs who also haven't yet been briefed on how to use a belt.  However, IMO, the VAST majority of people who indulge in a little casual cannabis usage do not fall under this umbrella.  That's like saying that everyone who drinks Busch Light wears a wife beater and drives a truck with a gun rack in the rear windo...wait...nevermind, bad example.

In addition, I would be willing to wager that those fine citizens you witnessed this afternoon were not peddling dime bags of grass.

Interesting development.  

I was going to suggest that once you resolve this situation for tenant B, there will be another issue that you will have to 'solve' for her soon regarding her inability to carry on a tactful interpersonal relationship.   Some people are just high-maintenance and expect the world to do what they want, when they want.  Sometimes it is justified, most times it is excessive and instigatory.  Since her mom was involved to such an extent, something tells me that tenant B is used to getting her way, and gets pretty bent out of shape when things don't go exactly as she wants.

Also, there appears to be more (albeit, anecdotal) evidence that these weed-heads were reasonable in the face of gentle confrontation and didn't threaten you and your entire extended family with violence and revenge.  Crazy, I know.

I know nothing of the actual logistics of dealing with evictions, so my thoughts are a little esoteric on these matters.

LEO surveillance for a couple of college kids smoking weed? 

Life on the mean streets of Provo, UT is probably not the south side of Chicago...but I imagine (hope) that even the Provo PD has better things to do with their time and money than to stake out a couple of college-age stoners.  

I know that there are rumors of harder drugs being ingested and there are also rumors of dealing...and that is problematic.  But unless you have seen drugs and money change hands, that's a slippery slope you are getting yourself into.  If you alert the authorities, they may arrest everyone in the apartment...even tenants A&B (if I am reading correctly they all live under one roof).  Police just LOVE to hear the "but but but it's not mine, it's that guy's" argument...and then chuckle as they place cuffs on your wrists.

Just a thought, but have you spoken to the alleged guilty parties about their recreational activities?  Just because the government tells you that cannabis is "bad" doesn't mean that all people who choose to alleviate the stress of their day (similar to a glass of wine) are hideous criminals.  Often being "cool" with them will lead to far more respectful behavior.  Reason being, no one wants to go to jail...especially someone recreationally using weed (and possibly mushrooms and ecstasy).

One last thought, have these tenants been problematic, or are these issues a result of their roommates problems with their habits?  Meaning, if tenant A&B had not come to you with their concerns, would you even have noticed that something was going on?  I haven't had a roommate since I was 19...mostly because I get very very annoyed with people in short order.  Sometimes people just aren't meant to live together.

Jay is making an excellent point.  Just the other day I saw a BP member promoting the Pittsburgh market.  I checked out his properties and stumbled upon one less than a block from the house I grew up in.  The listing referenced the quiet dead end street and nearby park.  Definitely not safe to walk that street or park after dark. 

 Maybe he was trying to to put the emphasis on "dead"? ;)  What part of town?

I think it is impossible without the "boots on the ground".  

That said, I also think it is very possible, but the primary focus has to be on finding the right person/team to work with.  If you cannot develop a sense of trust with someone, the experience will likely be unpleasant.  

Purely speculating here, but I think wholesaling and/or delving into creative finance is probably much easier to do remotely than, say, rehabbing.  But, again, it's all about the team you have in place.

On that note, I believe this is a vast, untapped resource of BiggerPockets.  You can absolutely vet someone over their lifetime on BP and get a pretty damn good picture of what kind of person they are.  If one can post 100 items, all the while fooling everyone into thinking they are trustworthy, they are likely a sociopath.

For example: have someone in charge of marketing/back end/call screening in City A and have someone to work and close leads in City B.  Many investors seem to wither away mostly because of a lack of persistence in regard to marketing.  Having someone perform this task as a dedicated job, especially in the beginning, may be very beneficial.

Just some thoughts.
