Solid rental or small flip! 3bed/2bath/2 car garage. For rental, you can keep a lot of things in their current shape, such as bathrooms and floors, kitchen cabinets. The $15k is more for a flip budget. You can more than likely get away with a $5-10k rental budget and rent for $1200/month, which would be great cash flow. The biggest negative about this property is that it was built as a 2 bedroom home; however, there is a perfect place that can be converted into the 3rd bedroom.
