The tile pattern looks Art Deco and was the trend in the 30's.   I bet the tile was designed around a china hutch or some type of furniture.    This looks like a major over site on your rehab budget.   The walls will be plaster with either lath backing or a plaster board with is like drywall.   You can pop off all the tile from the top down and skim coat the wall with drywall mud, then sand and paint.   I would take down the tile if you are going to cover it up.  One option is to do a 2/3 high wood wainscot.  This would get the room a formal design look.

Some cities require you to pull permits for new havc equipment and they require the system to be installed by a licensed professional.  Its worth spending the money to do it right.

The length all depend on how you define your lease.  I use an ease to read font with a 10pt font size.  I include the following all parts of my lease.

Pre-Application - 1 pg

Rental Application - 2 pgs

Lease Agreement - 8 pgs

Condition of Property - 1 pg

Care of Premises- 2 pgs

Walkthrough Checklist - 5 pgs

Lead Base Paint Disclosure (from EPA website)  - 19 pgs

Lease Agreement Addendums (if needed)

Stay away from flat as they show every mark!  You can get away with a flat on a ceiling but that's about it.   I use satin or semi-gloss everywhere for easy cleaning.   I paint closets the same as the room and ceiling gets the same color as well.   People default to white but you don't have too.   Here is a pic of the foyer with a gray walls and ceiling.

You could use ceramic tile. They do have wood looking tiles.  Paint is an option but not the best looking.  Peal and stick laminate could look ok.  Carpet would be the way I would go if you don't want to spend the money on wood to match.  Its quick and easy.

Find a local cabinet maker shop to make a unit for you.  You can get 2 standard base units and put together from a big box store.

The rules are written and approved months in advance with a date they going into affect.  Somewhere this is a documentation.

The price seems fair but always get multiple (3) quotes.  You don't have to take the lowest bid either.  

I would add fiber mesh to the concrete mix.  This makes it stronger and helps with less cracking.
