I would go with tile in the bathroom for sure.  If you are tiling this yourself, go to a tile supplier and look at there closeout products where you can get tile for $1 per sf range.  You will need to know how much sq ft you will need.

 If it's not friable or flakey then leave it alone.  Once it becomes flakey then you must deal with it.  If you are not doing renovation or repair work then you can leave it as is. I am not aware of any federal law that says you must remove asbestos just to remove it.  The EPA regulates this.  Call you local building dept and ask them if there is a local ordinance for this.  If you need a piece of mind call a local abatement company to look at it.

Check with an attorney.  It may be easier to charge it as damages like new carpet, clean up fee, etc and bury the cost in those fees.

He seems high to me on time by 25%.  I have the same size house and wount not pay this. I would budget $1.00 a sf of painted surface. Millwork would be more. Get 2 other quotes.

Lets start with.... Why do you want to remove insulation from the pipes? In most cases you want to keep insulation on tbe pipes. Then determined if its asbestos.

Could you sell the property to someone else and let the new owner inherit the problems?  Tell the City to go pound sand because you don't own the property anymore.

You should be able to see if the fixes have been made.  Ask yourself does another inspection add value? Is piece of mind added value to you? If you answer yes then do so but this should be at less cost.  I would not spend the money if I can tell the items were fixed.  I would try to call the inspector again and ask for more information and possible remedies for #5.

A plumber can take care of the leaky tub (#6) for $100-200 I would guess.

#5 could come from condensation forming on the under side of floor due to lack of ventilation in the crawl space.  It could be a leak from some place else as well. This could be from 10 yrs ago and everything is fine. The inspector should have given you several ideas of why there is an issue here and how to remedy this as well.  Lack of info on this as I'm speculating at best here.

It looks like I'm on target with a lot of post here.  For my first complete year of renting out my house I previously lived in for 5 yrs; I am averaging 22% (year) profit. Typical max is around 33% or $350 a month.  Most my major expense have already been replace while I was living in the house.  Refinancing helped me a lot to get my numbers.  Single family house 2br/1b.

There is also the "2 factor" rule, I' not totally sure on the rule name.  Basically rent / mortgage = # factor.  The closer you are to 2 the better the investment.  Example 1000 / 700 = 1.428.  I don't include all the expenses but rather keep it simple.  We can quickly over complicate things.  Remember this is only on paper in a utopia setting.  Things don't go perfectly.
