You should be able to go back to the court and enforce the judgment. They will set a court date to meet with the tenants and see if wages can be garnished.

File a judgment against them in court. You should be able to go to the courthouse and do it yourself. Otherwise, you can hire an attorney. 

Definitely both of them. Especially if she will be running the business exclusively. 

When you acquire a property, you should request the deposits be transferred to you at closing.  

I don't know how roaches can ruin a toaster, but they can get into the circuit panel of a microwave. you can Just purchase the tenant a new microwave and toaster, it's not that expensive and will solve the issue quickly and you won't waste any more time. If someone elses negligence caused other units to have infestations that may be an issue in itself.

Do not let him out of the lease. If she is staying, keep him on until the lease term is complete as she can not afford to live there without him. If they decide to break the lease and she vacates, you can charge whatever your lease break fee is. 

If you do not trust your PM, they should not be your PM. We have verbiage in our management agreement about owners talking to tenants. I understand what you are feeling, but I would not go behind the PM's back to follow up on their work. What I recommend is asking the PM for all invoices, asking them to quote the repair first if it is over a certain amount. We also require tenants to do any repairs under $100. It helps with the pointless trips.

We do not really ask questions to them. We give them our requirements and if they meet those, we have them view the property. We base our decision on their application, background and references. I have noticed that people lie to try to make themselves look better.

It IS okay for you to bring it up. Being pregnant and giving birth does not stop your bills from being paid. I would just send them a reminder letting them know that their rent is late and late fees are now due. You can also address the lease needing to be renewed. Being pregnant is not a disability and you should not feel like you are walking on eggshells with your tenants.

Our tenants can pay at 7-11 or Ace Cash Express. It is a service we use through Appfolio and Buildium.
