I have an agent that brought a Foreign Investor to our management firm. I am not familiar with the tax rules on this. She withheld 30% of his income, he is stating since he has a US bank account that we should not withhold and I can not find an accountant that knows anything about this. Can someone please give me guidance?  

If she qualifies alone, there is no issue there. I would rather have one tenant than multiple... :)

Honestly, I would forget about the animals and focus on the tenants. I would not have lowered their rent. If they can not afford it at your original price, $50 is not going to make much of a difference. I recommend having them vacate. You can get someone that is able to rent the unit at the price it is worth. If this is your investment property, you are not doing yourself any good having this tenant stay.

You can install a self-closing hinge. I also recommend giving him the notice to vacate, he is not willing to acknowledge rent increase or sign a lease. 

Post a notice to cure. He should not have that many vehicles stored at the property. If other tenants are complaining and the dumpster can not be emptied, there is a problem. He should take care of things with the notice and a phone call. 

Definitely not a protected class. 

You need to hire a property manager since you have moved out of state. That will help you in the future with issues like this. Your tenants "Unit 4" seem to be a little on the crazy side. If the problems continue, I would definitely offer them the option to vacate. I also recommend giving a 7 day notice to cure, so it is in writing that they need to act appropriately. You should have verbiage in your lease regarding disturbances. This is usually something I would have the tenants work out so we are not involved but I agree with you not wanting to lose a good tenant over something like this.

I am in Florida, so we do not have gas heating. But I would assume that you would still need to have separate systems to have multiple thermostats just as you would for Central AC? I would still call the HVAC company. They should still be able to answer correc tly for you. :)

You definitely need to call an HVAC contractor. If I am understanding correctly, there is only one AC? If this is the case you will need to have another installed to be able to have two thermostats. 

Anytime we purchase a home with tenants we set the standard of what they can expect immediately. You need to do a walkthrough of the home if you haven't already and get photos. If you want them to stay, have them sign a lease with the increased rent and charge a deposit. If they do not want to, have them vacate.
