There are plenty of use cases where lenders require upfront fees. However you're looking at a 5% rate for an investment property? Investment property financing is all we do and we beat most peoples rates and we are not even close to 5.0%.

We've been working on a handful of land requests. To capitalize on the above statement, 50% ltv for land is accurate. It's lower leverage, higher pricing requiring a solid exit and good credentials.

Lots of good lenders out there, I don't think anyone wants to put a lot of effort into it when they're publicly being shopped upon a meet and greet. Just call in and check with everyone :)

Your current in place would be the big one here, what's the ratio look like? 
when did you acquire the property? What is the use of funds for a cash out? 

a bridge loan might be the best route here but it is'nt going to be 5 years.

Depends! 
What are the interest rates on all of the things you're paying off verses the one loan you'd get to consolidate? What would your monthly payments be verses the combination of the separate accounts all with individual rates you're currently paying on? I have done these ones quite a bit on refinances. They were always great to see! It all depends on where you qualify.
