I second the 5 and 1 tool it works great. It is also a great tool to have if you don't already have one they have many uses and last a long time if you buy a quality name brand one less than $10. I use locktite tub and tile caulking it's easier to apply and lasts a good while. Any caulking or silicone usually needs to be replaced for looks before it actually fails as a sealant.
I would get rid of him. He already lied once on the application. Knowing what you know would be a lability for you if anything ever happens.

You are the tenant living in the apartment or do you own the apartments?

How big is the PVC pipe? If it's not at least 4 inches I would say you have a problem

I would suggest you clean the gutters yourself. I wouldn't require the tenant to get on a ladder to clean the gutters. If the gutters are prone to clogging put it in the schedule to do once a year or every other year.

Yes you can deduct it from her SD. Just make sure you go thru the correct process when claiming her SD. You should also be able to deduct all of your court costs unless you agreed to something different.

you would remove the whole lock and take it in, leave the latch in the door.

if you are not experienced with home construction, i would hire a home inspector to do a full inspection of the property.  Then hire trades to make the repairs needed or a GC depending on the extent of repairs needed.   if your able to meet the inspector at the property to get first hand information and knowledge.

Depending on the state a month to month lease can be terminated from either side by giving at least 15 days written notice before the start of any rental period.  

There is really no advantage to a month to month for tenants that you think might not pay.  Once they do not pay they have broken the lease or month to month contract either way.

If they dont pay you will still have to serve them with notice to pay or leave and then evict if they dont leave, even with a month to month.

As far as phone apps go for making calls. One thing I looked for in the past but could never find is a way to make calls from my cell phone and have the caller id show up as my office number. I don't like giving out my cell phone number because most people start using and most don't respect my time and call after hours.
