How does electricity cost differ in California than Florida? Just as you think we have Hurricanes every year we think California has an energy crisis and rolling blackouts are the norm. Neither are probably as bad as the other thinks.

You won't get any additional value but upgrading the ceiling. It's a $1,000 rental in a $100,000 neighborhood, I doubt the renters are going to be overly picky. 

If it was a flip, spend the money, but it's not. Don't fix it up as if you're going to live there, that will cost you far too much money.

 Kyle is correct. There are lots of ways to limit this taxable income, but it is indeed taxable

I'd have no problem with him staying there if it sped up the completion date. My issue comes with him not asking. Surely he realizes this is something that should have been discussed.

In my county a woman has started a Facebook group that is specifically geared toward renting. Both renters and landlords post their needs or what they have for rent and the feedback has been great. Over the last year that's all I've used to rent my houses. It also allows me to get a good grasp of the market in my area. She doesn't monetize it and only does it to keep a finger on the pulse of the market as she owns around 40 doors and manages them herself. 

Does anyone else have any experience with this?

Congrats on making the leap! You'll likely find that you want to get rid of the section 8 housing and go a more traditional method. Your margins are slim, I'd do all the work possible for as long as possible to get it profitable and get your father in law paid back as soon as possible.
