Call the county/city building department to make sure your proposed split land is buildable. Some areas will require a minimum lot space, which could be complicated if you need septic and well water as your infrastructure. Each of those pieces will have a minimum space in between each of those pieces.

You can find campground generic biz plans online and then modify them to your local demographics. 


If you need lending, I would try CCF Bank as they work in the camping/glamping space. 

Call to your local building department office and they can help you with specific regs for size based on what your parcel is zoned for. 

Some prefabs will GC your full project, others will make you hire out. The great news is that prefab covers the majority of costs so you'll only need to source connections for electricity, sewer, and water.  I always suggest getting a survey done, and if you have past soil sample reports even better.  Based on the survey topography then you can decide to do a concrete pad or posts and that will impact your infrastructure connections.

Lastly, if you can't connect to sewer you may have limitations to two septic systems based on the size of your parcel. Usually septic fall under the health department for your city/county/state. Definitely get that information upfront before you embark on your project.

You can hire a septic company to video scope the lines and give you feedback on the main chamber, type of leach lines, and if the leach field is sized right. The cost to repair is cheaper in a gravity-fed septic system vs. a mechanical system.  If you don't do any repairs you'll need to reduce the water feed into the septic which means switching to low flow toilets and faucets in the house.

I personally love this land hack model. This is the one instance I have to ask about insurability and loss of life if you are building in the flood way. Can you even insure the land for structures and what is a catastrophic policy cost in a worst-case scenario? I think the city/county will require extra permit regs for any structure in this zone. I would also think they will require an alert system as quick as these flash floods occur in your area. I'm not saying it cannot work, it just has a little more liability out there than a traditional site to think about.

Run a scope to see if the leach field is clay pipes or a pvc type. Clay can always be a problem when it collapses..just like clay sewer pipes.

What is your parcel zoned as? Agriculture, Residential, Conservation, etc. I see your area is working on conditional use permits(CUP) so that is a potential for seasonal rv/glamping sites. I'd suggest calling the building department and seeing what they envision your parcel being used for. You may not be able to use your domestic well for commercial purposes and that would mean trucking in water to a cistern.
