Sounds like a "barndominium". There are several TX builder on youtube that have FAQ videos about build and insurances. Look at those and find insurance agency that specializes in barndominiums might be best bet.

I would take a picture of the meter face and compare with initial and final reads on the bill. When I've seen a bill that big it was meter read/transcription error. 

The big ticket is screening and having proper monetary plan for damages (pet deposit, etc).

I've rented off and on for years with 2 cats and a dog. I replaced one interior door due to puppy chewing and that's it. If you police the pet bathroom(s) and immediately treat accidents, there's no issue.

Dirty careless people will trash a place though. My previous home was a steal due to filthy carpets. Ripped them up, seal subfloor, and laid wood. My last rental had a bedroom that was wrecked due to dog pooping in the closet. Heat was low on walkthrough so didn't smell it. It reeked at movein. Landlord had to rip out 8'×9' of subfloor, seal rest, and replace carpet. And it still stank if house got above 80F.

Look at Uline lockers maybe? The ones we have for work have a master key and a combination lock. You could assign 1 per unit and have delivery guys have master key?

Not a lawyer but believe this ordinance applies because backyard is shared between tenants

§ 96-14A. No person owning or having the care, custody, or control of any dog or cat shall permit said dog or cat to soil or defile or commit any nuisance upon any sidewalk, street, thoroughfare, wetland, in or upon public property or in or upon the property of persons other than the owner or persons having the care, custody, or control of such dog or cat, unless said person picks up any such waste and disposes of it in a sanitary manner.

Newbie here but I would check your town ordinances zoning on what is required on a property in multifamily zoning. For example, offstreet parking side lot minimums, sprinkler system, etc. Google town name + ordinances to find online copy.

Once you are reasonably sure it would be a conforming use, go talk to your city. I think you would need to re-survey and re-plat as MF lots plus get new permitting.

What I did with a lodger (rented a room in our SFR) was create a lease addendum that specified price per job and that this was pay for extra above basic care of room and commons area. He still paid full price rent but received a credit for each time he mowed/weedwacked and shoveled snow. Proof was before and after pictures texted to me.

Google town name + ordinances. This will give you link to online code of ordinances including zoning. The zoning section will provide information on size of lot, permitted uses, and permitted structures for each zoning code. That way you can go ask "what is the process for splitting a 2 acres plot zone agriculture into 4 plots of X size zoned as Y."

Google town name + GIS or county name + GIS. This will normally get you the Graphical Information System which is mapping software used by government bodies. It will have parcel information including zoning, utilities onsite, etc.
