You can take them to court over it and send the case to a collections agency. Depending on the municipality, the tenant may always be responsible for court fees and collection agency fees.

From the analysis I've done you will have to go to the central valley, think Fresno and Stockton. Within the immediate bay area, you would have to find some really really motivated off market sellers.

It might also be worth looking into investing into an opportunity zone (Oakland) where the tax benefits make the deal very good.

Finally, try focusing your search on multifamilies. When looking at single family properties you will compete with homebuyers who will outbid the properties value. Multifamily properties typically bid closer to their value because the buyers are more numbers focused than someone trying to buy a home.

+1 to other folks comments on the LLC. This isn't a mandatory step and it's more of an optimization later on down the road.

The best thing to do when starting out is to just analyze deals. Lots of them. Don't have to make offers or anything yet, but get a feel of what your markets are like and understand what a good deal looks like.
