Flips are fairly complicated (permits, contractors, etc on top of the normal real estate stuff), but not impossible. If you're getting started, I would recommend making sure you have a solid team of contractors scoped out since they can make or break your deal.

Any reason you prefer flips over other strategies?

What sort of cash on cash return are you hoping to achieve? Where are you looking? I acquired a multifamily for about 100k, and it rents for about $2100 before costs. 

Lenders do consider market rents when evaluating a loan, but it doesn't need to be occupied for the loan to be approved. Personally, I prefer vacant multifamilies because I don't like inheriting bad tenants from a bad property manager.

Has anyone sent an unpaid rent balance to a collections agency? What was the experience like? How did you go about selecting a collections agency? 

Can you send unpaid balance to collections if the tenant vacates before an eviction hearing occurs (Do you need a court judgement)?
