Protest your taxes every year and ardently! Best way and only way to mitigate. Can Hire lawyer but you are the interested party here and have the most to gain from lowering or keeping taxes the same.

Just go to SAWS website and locate services and there should be a block map. They are pretty friendly and can help out. I am not sure about getting the city involved just be up front and ask for help. Explain your situation.

Just went through something similar. Ran camera and had to repair sewer line/replace really. Trenched and it ran into the neighbors and we were not going to go through with that replacing everyone's sewer line etc. So SAWS block chain map showed we should have our own lateral valve except we didnt. So SAWS (after trying to elude blame and point fingers) finally sent someone of theirs to the man hole and ran a camera to see if and where we had a lateral. Turns out we were right and no lateral on our property so again after much hand wringing etc they extended the valve and placed a lateral into our property. UGHHH so annoying and frustrating and emotional roller coaster. Literally put the new sewer line in yesterday and passed our sewer and final plumbing today! And we've been done with the flip for months!!! Just waiting on this.
