sewer line repair - runs into neighbors fence and driveway

I have a terrible situation ... the main sewer line on a property I own in San Antonio is clogged and the pipe needs to be replaced. The line runs along the side of the house and underneath the edge of the neighbors driveway. The repair will require that the fence is removed and the edge of the driveway concrete is cut/broken. The plumber spoke with the neighbor and said they are ok with the repair. I will be responsible for repairing the driveway and replacing the fence. 

Questions: 

Do I need to get in writing from the neighbor that they are ok with the repair? 

Do I hire the contractors to make the repairs? 

Is it possible to have the tap line moved so we don't have to mess with the neighbor's property? 

This is a new situation for me. Hoping someone out there has dealt with this before and has some advice.
