Owner financing is the same as seller financing - correct? Could you explain master lease options and other creative financing techniques you may have used further please?

Two questions -

1. How do you direct mail to find something selling at 80% or less of appraisal value? Direct mailing is simply creating a list of all apartment owners in a targeted area and reaching out to see if they are interested in selling correct? How do you find this data, and ownership records?

2. In your example, you are proposing to negotiate a purchase price lower than the appraisal value, and then after the sale put new debt on it with the higher appraisal value thus taking cash out from the new LTV? Any advice on how to find the people who can assist in carrying the debt load, or assist in making the initial purchase (investors that would help check the net worth qualification in the initial loan)?
