I am cold calling and I have a number that was registered on the DNC list in 2003.  Is it still illegal to call?

I am starting to wholesale in Iowa and I have an attorney, but I am confused.  If I have an attorney, do I need a title company and/or an escrow company to close my deal? Does the attorney cover everything?

I am very new to wholesaling and I can't seem to find anything to understand the attorney/title company process.  In Iowa, the area I will be wholesaling in, I need an attorney I hear.  What exactly am I doing with that attorney?  I know I need to get my contracts reviewed to make sure they are legal, but what else?  And are they going to be involved every time I close a deal?  Thanks for the help!
