i'm your huckleberry. 

Local realtor here.  I would buy something in Marina or Salinas.  You can still pick up things around 600K.  Marina would be closer to DLI/NPS, but more expensive.  

We have a real lack of affordable housing here.  Not going to change anytime soon, even with all this COVID stuff going around.  Too much pent up demand for housing for it to drop much.

You'll need more money than just your BAH, and you would be taking a risk betting on appreciation, but even though it has slowed down, it is still going up.

There are 1600 agents in the county. The space is pretty crowded. It took me 3 years to start doing ok.

conditions in East Salinas are pretty deplorable.  lots of garage conversions.  sub-par code stuff.  overcrowding.

are you sure you want to get into this? Prices for East Salinas are touching 400k or more... that is for a SFR. hard to make the numbers work, even with a hostel-style home.

I have a feeling you are going to hit a wall pretty hard on renting by the bed vs occupancy standards.

Do you care about resale?  As a realtor I would always recommend going through the permit process.  However, nobody would really know, especially since you are rural.

But, as a cautionary tale, we just sold something off River Road near Salinas/Las Palmas/Indian Springs, and MoCo made the seller rip out a finished apartment above the garage to stay within code compliance.

I would start the permit process from the very beginning or not at all.

I live in Salinas.  I think the area is just fine.  Sure, there are bad pockets, but overall not bad.  

I think your "bang-for-the-buck" is better in Salinas with better CAP rates. Just my opinion.

Local Realtor here...  watch out for the local ordinances. Most STRs are not allowed.
