I would love hear the roofers reason to why the roof would last longer without a gutter.  Keep it, the tenant won’t clean it so pay someone to do it every 6 months.  It also  depends  on how many trees you have on the property but you can also spend a little money and get gutter caps/filters to keep the leaves out.

There are a few unanswered questions.  Is it labor only, you supply material?  What brand and type of paint?  Are they doing prep work?  Does it need to be primed?  How many different colors?  $2400 is high for a vacant property, he probably is busy and doesn’t need/want the job.  $800 is a little low but they might have a gap in their schedule they are trying to fill.  Ask for references and photos.

It depends.  You can get 10 different answers from 10 people.  Did you budget for it?  It so definitely help sell the home when buyers see that it is new.  To me that looks pretty old, maybe 15-20 years?  Does it currently work or does it have to be fixed?  You can use it while you rehab the home and see how good it works, then decide.  It also looks like a straight cool system and not a heat pump.  Is that correct? They are a pretty cheap expense for the return.  That’s a smaller unit, you should be able to get that replaced for about $2500-3,000.00 as an investor.

Ballpark, probably around $250-300 depending on the area.

Like stated above get another Gc to look at it or talk to the current one and see if he can explain to you in detail why he changed what he was doing from what the contract stayed.  If you bring in the city inspector be prepared to have the home red tagged if you didn’t pull all the proper permits.  Then you will be bringing everything up to code.  Any time you work on a 2 story home of that age especially there are a lot of load bearing walls.  It’s hard to tell from the photo but one of the openings you can see the upper floor joists running perpendicular to the wall that was removed.  That has a good chance that it is load bearing.  The other wall doesn’t look like there was any framing above it, or anything that the wall needed to hold up.  Again it’s hard to see from the photos to accurately assess the issue  so someone that can be there in person is the best way to resolve the issue.

That's a bit high.  They are probably pricing them self out of it because they really don't want to do it.  That seems to be the theme of things around here.  There is so much work around.
