I guess the goal or end game would be to somewhere right in between the two options you mentioned. detailed enough to pass on the property if the cost of repair is too much BUT accurate enough that you wont waste your time sending your staff to create a scope of work only to find surprises.

so they act like a value added filter to save on time.
