I would add all the Closing costs to your total project cost because it is part of that initial transaction.

Hi @Patrick Williams i just refinanced our two flat and @Jon Holdman is absolutely on the money abou the 70%. 

Best of luck! Maybe a HELOC would be another way to get some cash out in this situation.
