@Andre Bias there's no 'best' marketing strategy. It takes months after months to master a marketing method for your business. I suggest you start with the one which you are most confident with. I have been doing direct mail for quite a long time and never needed to switch to another marketing method because I am doing it perfectly. Do a little bit of research on each of them and I am sure you will be able to make a decision.

@Jason K. you might want to try out Listsource where you can filter by equity, last market sale date, property types, etc. Below is the screenshot of my list criteria which has been getting me some good response from my direct mail.

Try to attend your local REIA meetups and network with other investors. Tell your friends and families what you're planning to do. You never know you might end up getting a deal from word of mouth. Also, listen to BP podcasts and read the forum posts on wholesaling.

@Andre Bias list scrubbing is simply cleaning and updating your list. You can get your list scrubbed from any direct mail company. Most of the time they are free if you are using the company for your direct mail. Once your list is scrubbed you will receive 3 different files.

1) Single P File - These are the addresses that are incorrect/undeliverable from your mailing list and USPS is unable to deliver to these addresses.

2) Move Update List - This list contains records that were updated to match the most accurate delivery address per the USPS records. Those records were flagged by USPS as the owner has moved to a new delivery address but the owner did not fill out a change of address form with USPS and USPS does not have a forwarding address. 

3) Master File - This file is the file with all your records updated for any updated address and is for your records.

@Spencer Mollman the best way to know what will work in your market is to find out what successful investors in your market are doing to get deals. This will save you both time and money since the successful ones most likely have tried both of them.

@Monique Gipson all sort of marketing gets the best result if you can do it right. Your primary goal should be selecting the one strategy which you can stick to longest. If you have a high budget, direct mail can be a good choice and with a low budget, you can try cold calling but whatever you choose, try to be persistent.
