I agree with Philip. Restore is a good product to be used on rough wood.  You can vary the roughness/smoothness of the texture by using different applicators and techniques.  Experiment---a good DIY project.

try your hand at matching and if not satisfied, cheaper and quicker to skim coat entire wall with drywall mud (finishing compound) may need to scrape any high spots off first.

Did the seller disclose a problem with the sewer? Seems like they would have known, maybe some  $$ recourse here.

Have you considered fiberglass ? although I haven't used fiberglass in windows, primarily because of cost, , FG is all I use  for exterior doors

this sounds very risky.  I have been a general contractor for many years and foundation problems don't usually scare me, but a leaning house on the side of a steep hill does scare me.  if you can buy it for the value of the land and teardown,,,,then price the foundation solutions and all other repairs (by the sound of your description there will be lots).

I suspect lots of headaches here so make it worthwhile.

@Eric McCully I have used the LG models purchased from Home Depot,,,,cannot say they

Are the best, but they are affordable and perform well until they rust out (4 blocks from the 

Ocean).  I really want to try the ductless which has a manifold for 4 ducts, but right now the heat pump window units meet my needs.
