Does the 23k involve them taking off the asbestos siding?

If you do not want to remove the siding you can hire an abatement company to put siding over it. (Any company putting siding over it will be disturbing the asbestos due to nailing, screwing, ect.) You can also have an abatement company encapsulate it but painting is not an encapsulate and does not have any positive effect at all. You would have to encapsulate it then paint it. The encapsulate would be the least expensive option. If the siding is in good condition you do not need to do anything. You will only see liability if it is deteriorating. I own an asbestos abatement company and if the siding is in good shape and you do not want any extra expenses leave it be. Asbestos siding lasts forever so if there are not any issues with the condition just leave it.

@Thad McNair I have a ton of experience with asbestos siding. It is usually the cheapest asbestos containing material to be removed. Ask away if you have any questions about it. I am glad to help.

I would have it thoroughly tested. Not all vermiculite has asbestos. If there is no asbestos there is no need to worry. I would get a test done first to make sure you are not freaking out about nothing. 

Generally asbestos containing vermiculite is from the Libby mines which was also an asbestos mine there for the vermiculite is cross contaminated. If it's not from Libby chances are it's not hot (asbestos containing). If it is, it's best to have it abated. The cost is worth it in the long run, plus then you have a certified asbestos free home.

Also, if you tell me how many square feet of popcorn you're looking to remove I can give you a general idea of costs you're looking at. another thing to think about, if you go with a lender who does not require the certificate alot of times when you go to sell the house the buyer will request that you have the abatement  done prior to them buying it or you discount it enough for them to have it done. That's not always the case but I've seen it happen often.

hello, I am a general abatement contractor (GAC) which is what your contractor IS REQUIRED to have by law if they are going to even disturb asbestos. have.you got the house tested already to know for fact the popcorn contains asbestos? if so then no one who does not have proper qualifications can legally remove it. Asbestos is super tiny fibers that if not removed and cleaned the right way will only create a "spill" and will cost you a lot more than if you just get a GAC to do it from the get go. Make sure you choose a good one as not all GAC have the same quality of work unfortunately and it could leave you liable if you plan to rent the house or anything like that. I know some GAC 'S that give deals to BP members and if you end up going that route you're more than welcome to message me and air give you more details on the process or anything you might want to know.

The only time there is any legality with asbestos is when some type of work being done will disturb the asbestos rendering it friable, you are correct about the trigger levels they are 32 sq feet in a residential like you are talking about, unless of course there is a spill then it must be reported to cdphe immediately. No one can force you to do asbestos testing if there is not an affected area. Everything you need to know about when asbestos becomes regulated is on the cdphe website. As for how to handle the tenants maybe education is the best way to deal with it you could offer them an out but maybe the less costly approach is simply offering the asbestos awareness. Many companies are willing to provide those services often for no or low cost. This way you keep your tenants your income and they get piece of mind knowing there is no immediate danger in the property.

Hello, I deal with asbestos and asbestos abatement on a daily basis. I can tell you that your property absolutely does not require any testing for asbestos unless there is some kind of work being done that would affect or release asbestos fibers into the air. Given the age of the house i can also tell you that more likely than not it has asbestos in it, probably in the joint compound, texture, and flooring materials along with the air ducts, if nothing is in disrepair there is nothing to worry about! I always advise removal of all asbestos containing material from any rental property for this very reason, however you certainly don't have to.
