Neither contact an asbestos abatement company they are trained to deal with that specific material depending on where you are I can refer you to a great company. keep in mind that all abatement companies are not created equally!!! But also that the removal must be done by an abatement company not a roofing company. feel free to contact me if you have any questions

This is not the first time I have dealt with cemesto it is a building material made of the core of sugar cane, concrete, and asbestos, I didn't catch what state your in but in Colorado it is a regulated material and requires an asbestos abatement company to remove or encapsulate it . Being that I have been in the asbestos abatement industry for over 15 year I would suggest removal, while encapsulation is a less expensive route it really is just a bandaid over a serious infection!! Now as an investor I always, when dealing with asbestos take the route that allows me to sell a property that I can certify asbestos free or at least provide documentation that a major carcinogen has been removed. If you are in Colorado I am more that willing to provide you with some solutions feel free to contact me and we can talk about this problem.

@Sharath Kumar the pop corn ceilings could be a major problem along with any texture on the walls if they are asbestos or lead containing. there is no way to do it your self in Colorado both the removal of asbestos and lead are highly regulated by the Colorado dept of public health's air pollution division, it would be really dangerous to attempt to do this type of friable removal in an apt building because of the shared air systems used in the 1970's you could  contaminate the entire building with asbestos fibers or lead dust. Colorado mandates asbestos and lead testing before any type of suspect material is removed. i can answer any questions you have in regards to asbestos abatement and lead remediation. message me if you want to chat about possible solutions to the asbestos and lead issues id be glad to share my knowledge with you.

If you do a remediation/abatement style removal then yes you are liable. If you don't believe there is meth/asbestos then don't remove anything in a way accordingly. The state will think you are way more shady if they show up and you are wearing a respirator trying to remove regulated material than if they show up and you just play dumb.  For any other information look below.

If you get on the state website here you should be able to find out more information. All the laws and regulations are there. 

In any case, if you think it is a meth-lab the right thing to do is go ahead and have it inspected so you do not harm others or yourself.

@Dustin Palls you asked for someone with industry knowledge, I gave you advice based off of what you said in your post. I never accused you of having a "meth-Lab" I only told you what could happen if it was one like you speculated. You seem to have it all figured out so good luck to you and your future projects. It's only a matter of time before the school of hard knocks teaches you about the laws and regulations here in Colorado. I only say this because we have come in behind countless investors who thought they could do the same only to have the state shut them down and call us in to do things right way.

Hey there, I own an abatement company so I figured I would give you the advice from a professional point of view. 

1. It could result in a $75,000 or more fine if you get caught doing an abatement/meth-lab clean up without proper certification. I'm guessing the property in question is in Colorado, if so, it is illegal to do any abatement/cleanup without the licensing and state certification. 

2. Abatement of asbestos is not always extremely pricey, just depends what you are dealing with. I would suggest spending the few hundred dollars to test it from the get go just to make sure you don't find out too late and have done damage to it creating a "spill" which is a lot more money.

Hi there, I am just starting out in the investing world and have decided to do wholesaling for a while so that I can build capitol. I know bits and pieces of the process, however I really need someone to thoroughly explain the process from start to finish. I have already lost really great deals due to not being able to get the property under contract fast enough. I am hoping there is someone in Northern Colorado that would be generous enough to offer me their expertise, or someone anywhere that I can get virtual advice from. Please, please, please someone who knows what they are doing help me! I don't have the money to pay for a mentor right now but would make it up with wholesaling as many deals as I can to whoever will help.
