You have made me very appreciative that we have a CCB (Construction Contractor's Board) in the state of Oregon to deal with this type of stuff.  After looking around at your licensing for contractors in the state of Delaware, it does not appear as if you have anything similar.  However, if your contractor had his license, bond and permits - then you should be able to check with your lawyer about how best to proceed in your state to have the situation handled.   Good luck...and don't let him get away with it.  Journal all of your contacts with him and take pictures.

I have been in the construction industry working with contractors and sub-contractors directly for over 9 years now.  (My dad was a GC).  The Home Depot suggestion is good.  Asking at your local supply houses is a great way to get referrals.  They will know who is staying on schedule (because they order up-front, instead of constantly calling in emergencies), and they will know who pays their bills.  

In addition, I like to ask the contractors they have to work with.  For instance, if you are looking for a good GC, ask your favorite Electrician, Plumber or HVAC contractor.  If you are looking for good subs, ask the sub contractor that has to follow them.  Like, ask a painter who is their go-to drywall contractor, or Vice versa.  Ask your HVAC contractor what Electrician and/or Plumber they like to work with.  Its the people that have to work with the contractors to stay on schedule and budget that will give you great referrals for other dependable contractors.

Thank you  @ Phil Z.  I appreciate the feedback.  @ J Scott, I don't have any intention of doing anything illegal.  We are still trying to close our first deal.  If we can't wholesale it, we will look for a partner for rehab.  Any other suggestions?  I am open to any solutions.  I sure don't want to let go of our first chance at closing a deal.

Just to add another point of view after 10 years in the construction industry.  All of the information you are being given above looks great.  There is a concrete product out there that is specifically designed for second story balconies/walk ways.  It is light, water tight and can have some added design options.  My specialty is materials and my experience says that some extra expense up front for quality saves tons of hassle and money in the long run.

What is the proper way to market a Short Sale as a wholesaler?  We have the accepted offer from the homeowner, but now need to get an approval from the Bank.  I want to start marketing right away, but don't want to over promise/ under deliver to my buyers.  I know with the new laws that it shouldn't take as long as it used to, but can still take months.  I would be up front and honest with my buyers about where we are in the process, but is it too early to start marketing to them?

Part II 

After reading a reply by J Scott to an earlier question.  How do I find out if the bank we are dealing with will even let us wholesale the deal?  Would a double closing work to get around that?

Any help would be greatly appreciated.  We are definitely new to this

I am so jazzed by the Bigger Pockets Website.  My business partner and I started on this venture in October of 2013.  We both had the same goals and challenges.  Over 40 with no retirement and a love of Real Estate.  My history is as an Interior Designer and Project Coordinator in the construction industry for the past 10 years.  I know remodels.  My partner, Brooke, just got her Real Estate license in Oregon last year.  Now all we had to do was get started.  We got hooked in thru one of the traveling guru seminars and were off and running.  I have heard it said by a number of the Podcast guests that they googled a question and Bigger Pockets came up.... That's how I found you.  We are currently wholesaling....ok, wanting to wholesale (still working on closing our first deal)...until we can really jump in to what we really love.  Our goal is to rehab single family properties.  I love the feeling of finding the potential in a building and bringing it out to shine!  We look forward to a long and profitable relationship with our fellow members.

@Joshua Dorkin - your podcasts get me through my 2 hour commute every day.  I should be caught up on all of them in the next month or so.  I am new and really enjoy everything I am learning.  Thank you soooo much for all you are doing here.
