A PI would find him and his place of employment, I would expect. Once found have him served. Contact a local lawyer to ask their opinion. 

As mentioned go to small claims court and then have his wages garnished. 

I grew up in an apt with those locks. 

We just left the key in the lock on the inside. 

You could run the numbers with mini splits. They are all electric and energy efficient and some models offer heat to very low outdoor temps. 

However, they will be more maintenance cleaning the filters and coils.

I cant imagine a new dimmer switch installed by electrician will be more than a couple hundred dollars, if you are unable to do it yourself. 

If they have been good tenants then I would let this go so they are completely safe with no possibility of exposure in hopes they stay for quite awhile. 

Whether you pay for the repair or maybe split it with them I would keep them happy and worry about it at another time when they are more comfortable.  

Personally, I dont like tenants fixing things themselves or having things fixed.  I like to be the one to handle that as a landlord so I know what is done and  that its done properly.  I have had problems with tenant repairs in the past.

Does this improvement offer a tenant significant value?

Drilling holes all over my roof is a non starter. Especially as a tenant. 

Who pays for utilities? 

The ROI on solar, in my area, makes it a bad idea.

Search online for your states attorney general. 

Easy to file and free and they will follow up.

If the lease language doesnt help much, and you have not had issues with this tenant, I would let it go. 

I would keep asking nicely like you have just as a friendly nudge but I would be happy collecting her rent as a good tenant otherwise. 

On the next renewal I would update the lease accordingly.

When looking for a lawyer I would suggest going to your city's bar association. They will connect you.

Something similar happened to me and my wife in Chicago. 

We decided it just wasnt worth the hoops to jump through to continue airbnb.
