I live in a small town outside of Nashville. My initial investment goal is to acquire a four plex and live in one of the units while renting out the other 3. I qualify for an FHA loan and was going to use that financing for the purchase.

The problem is that my community has very few multifamily properties that come available in any given year.  I looked at perhaps buying a larger house and subdividing it up but anything I look at is just not feasible.

My solution to this would be to obtain an FHA 203k construction loan and just build what I want, when I want it without waiting month after month hoping that something comes up.

I am looking for any advice, suggestions, or confirmation that as long as my numbers are right that this is a sound plan.

Lot's of good info said already.  I am a title searcher that does some work in South Carolina and I routinely have county probate offices fax me copies of will's, orders, etc. in the course of doing my searches.  These records are a matter of public record so you probably ran into a local court clerk that is taking on a little more responsibility then they in fact have.

Most residential property in my state (TN) that is owned by the city / county is a result of a tax sale where no one bid on the property, thereby the municipality took title to the house.  Each county has either a land bank, or delinquent tax property committee that overseas that property and it is just a matter of finding their number and getting in touch with them.  

If it is a delinquent tax situation hopefully they will sell it to you for the delinquent tax amount.  That would be nice!
